Kelly Services is actively recruiting for a Fugitive Emissions Coordinator for a Long Term Contract opportunity in Lake Jackson, TX.

The core job responsibilities for all Fugitive Coordinators are:
1.           Ensure timely repair and re-monitoring of leaking components
2.           Maintain Facility Fugitive Distribution List
3.           Maintain accuracy of Out of Service status
4.           Manage any leaking components for Delay of Repair (DOR) 
5.           Ensure routine monitoring is conducted as required 
6.           Manage Difficult-to-Monitor (DTM) and Unsafe-to-Monitor (UTM) components
7.           Manage the fugitive tags
8.           Track and manage fugitive changes
9.           Encourage Most Effective Technology (MET) repair for leaking components
10.        Provide oversight to ensure fugitive compliance
11.        Manage Open-Ended Line (OEL) program
12.        Track any potential LDAR concerns / issues for further review
13.        Continue development and training in the LDAR work process
14.        Participate in fugitive assessments
15.        Participate in regulatory audits and agency inspections
16.        Participate, as needed, in Root Cause Investigations on any fugitive deviations to help prevent avoid deviations. 

Role Expectations        
Upon transition into the role, the Fugitive Coordinator must be knowledgeable in the following:
-             General knowledge of manual block valves, control valves, flanges, pumps, and line connectors.   Do not need to know how to operate these components but how these components interact with the process to keep the chemicals in a steady state condition.
-             Use of electronic tools for communication (i.e. Dow Work Station, Microsoft Outlook for e-mails).
-             Use of LeakDas database for managing the fugitive program.
-             Able to read and understand Piping and Instrumentation Diagrams (P&ID¿s)
-             Familiar with applicable state and federal regulations concerning fugitive monitoring requirements such as:
1.           Monitoring frequencies and exemptions for components
2.           Repair and recordkeeping requirements
3.           Provisions associated with delay of repair

In addition, in order to meet many of the core job requirements, the Fugitive Coordinator must be physically capable climbing stairs and fixed ladders, working outdoors for periods of time, and willing to wear necessary personal protective equipment
