Kelly® Engineering is seeking a Project Engineer for a 12+ month contract opportunity with potential for permanent hire with a Fortune 500 Company in Three Rivers, TX. Overview

Kelly® Engineering is partnering with a prominent transportation fuels and petrochemical products client to support their project execution in Three Rivers, TX. This Project Engineer role will focus on turnaround projects that drive efficiency and safety while overseeing capital and expense initiatives within the refinery.

As a Project Engineer, you will develop, design, and perform cost estimation while preparing and submitting Authorization for Expenditures (AFEs) for a range of capital and expense projects. This is a hybrid role requiring a minimum of 3 days onsite attendance per week.

Responsibilities:

  • Prepare specifications and procure materials and equipment for timely project execution.

  • Specify equipment for capital and expense projects.

  • Oversee and manage contract personnel during the engineering, design, and installation phases of projects.

  • Track costs and provide regular project status updates.

  • Manage multiple projects within budget and time constraints.

  • Adhere to all safety protocols and refinery regulations.

Qualifications:

  • Bachelor’s degree in Engineering required.

  • 15+ years of project engineering or project management experience.

  • Experience in the oil and gas industry.

  • Experience managing all engineering disciplines of a project—from FEED to completion.

  • Previous experience working with EPC providers.

  • Proficient in Microsoft Word and Excel.

  • Excellent communication skills and ability to interact with all organizational levels.

  • Strong interpersonal skills and the ability to work independently using sound judgment.

  • Experience with SAP and MS Project is preferred.
